Many health plans and large employers are failing to include provisions in their PBM contracts that ensure they receive every dollar due to them. To avoid this, payers must take advantage of their leverage during the request-for-proposal (RFP) process to extract strong contract terms with “real” pass-through pricing and enforceable financial and performance guarantees. SUSAN HAYES is principal of Pharmacy Outcomes Specialists (POS). She has more than 30 years experience in the health care consulting and management industry. As a founder of POS, Susan is responsible for the strategic direction of the firm and specific sales, proposal, product pricing and development. Susan is a lead project manager for the firm’s clients, which include Health Plus of Michigan, Connecticut Coalition of Taft Hartley Health Plans and Orange County Public Schools. In her many years in the pharmacy benefits industry, Susan has developed a broad understanding of the marketplace, services offered by pharmacy benefit managers and pricing terms that are currently available in the industry. Prior to POS, Susan was vice president of marketing for both Systemed Pharmacy, Inc. and Walgreens Healthcare Plus. She has published several articles in Business Insurance and Employee Benefit News. Susan is a co-producer of the Pharmacy Benefits Academy and is part of their distinguished faculty. Susan has a B.S. in criminal justice from Northeastern Illinois University. She is a registered pharmacy technician in the state of Illinois. KEVIN NAGLE is president and CEO of Envision Pharmaceutical Services, Inc. Kevin has held managed care and contracting operations management positions for over thirteen years in the pharmaceutical industry. In 1994, he joined Foundation Health Systems and co-founded its affiliate, Integrated Pharmaceutical Services (IPS), which by 1998 became the nation’s sixth largest PBM company. He has served in several senior level positions, including vice president of sales, marketing, and business development, as well as vice president of trade relations and account management. Kevin left IPS in 1999 and co-founded HMN Health Services, Inc., a privately held PBM, as the executive vice president. In July, 2000 HMN was acquired by AdvancePCS, where Kevin continued to operate in the same capacity until December 2001 when he co-founded Envision Pharmaceutical Services. Kevin’s graduate degrees include an M.A. in business and public administration from the University of Southern California and an executive management certificate in medical marketing from UCLA’s Anderson Graduate School of Business. F. RANDY VOGENBERG, PhD, RPh, is Principal, Institute for Integrated Healthcare (IIH) and former National Practice Leader with Aon Consulting. He is a nationally recognized thought leader in value-based health and benefit design. His specific area of expertise is strategic benefit planning and pharmacy benefit design consulting. He has been retained by numerous clients to offer expertise and support efforts in economic assessment of programs, alignment for improved health outcomes and the promotion of company-sponsored value-based benefit design initiatives that support their efforts to craft employer-based health care benefit initiatives. In addition to his pharmaceutical experience, Randy’s professional consulting experience includes Fortune 500 employee benefit consultation, risk management, and hospital and community health care research. Randy is the co-author of “Managing Pharmacy Benefits” published by the International Foundation of Employee Benefit Plans, and a frequent contributor to publications on health policy or benefit design. He brings his unique expertise in strategic benefit consulting and pharmacy benefit design to support the mission of IIH to provide strategic consultancy and support services to clients in their efforts to create business alliances with employers, employer vendors, and support employers’ efforts to build effective value-based health plans along with specific benefit design programs.
